יוער כי בסעיף 3 בצו נכתב גם כי: "The assignment, as well as exercising the authority and use composing the object thereof, is exclusive, affects all kinds of management and use and includes all countries, subject to the legal regulations in force and the specific requirements determined in the contract", ועל כן טענת המשביר בסיכומיה כי תוקפם של הצווים יפה לשטחי ספרד אינה נכונה (סעיף דומה נכלל גם בצווים הנוספים).
175. בצו 2004 נכתב כי בצו מלכותי 403/1996 מיום 1.3.96 הומחו למשרד התרבות זכויות הבעלות של המדינה הנובעות מהקניין התעשייתי, הדמות, סימני המסחר והפטנטים שמקורם ביצירות האמנות של דאלי שבבעלות המדינה, תוך הרחבת הצו המלכותי משנת 1995. הצו משנת 96 לא הוגש, אולם צו 2004 ממלא את החסר בחוזרו על תכנו. בצווים המיניסטריאלים מתאריכים 25.7.95 ו- 8.1.01 המחה משרד התרבות בספרד לקרן את זכויות הניהול והניצול של הקניין הרוחני, הדמות, הקניין התעשייתי, סימני המסחר והפטנטים וזכויות בלתי מוחשיות נוספות הנובעות מיצירות האמנות של דאלי.
סעיף 1 בצו 2004 קובע, בין היתר, כדלקמן:
"The "Gala Salvador Dali" Foundation is assigned the administration and exploitation rights over the intellectual property, image, industrial

property, trade marks, patents and other intangible rights resulting from Mr. Salvador Dali y Domenech's works of art".
ובהמשך צו 2004 נאמר:
"The objectives of the administration and use of the assigned rights shall be the promotion, development, divulging, protection and defense of the artist's image and artistic, Cultural, intellectual and industrial works"
(סעיף 3 פסקה שלישית).
צו 2004 קבע הוראות נוספות בדומה לאלו שנכללו כאמור בצו הראשון.
176. בצו 2011 תוארה שוב ההשתלשלות ההיסטורית של ירושת דאלי והצווים המלכותיים והמיניסטריאליים הקודמים. בפרק הראשון בצו נכתב, בין היתר, כדלקמן:
"Article 1. Object
1. The purpose of this Order is to regulate the exclusive assignment to the Gala-Salvador Dali Foundation of exercise of the powers of administration and exploitation of the intellectual property, image and industrial property rights, trade marks, patents and other intangible rights deriving from the artistic oeuvre of Salvador Dali y Domenech.
